With the Columbia & Western Railway completed to Midway and a connection established with Trail and Rossland (and via American lines to Spokane), Robson West became the transit point between the portions of the completed southern trans-provincial railway and the north-south steamer service, also run by CPR. The "Rossland" was the fastest steamer on the Arrow Lakes run. Note the extensive descending ramps and spur tracks (the main track would be out of sight to the right). Luggage piled up along the platform would suggest that the train will back in to pick up the passengers who appear to be waiting for it.
